How to Finance a Property Purchase in Montenegro


When buying property in Montenegro, you do not necessarily need to have the full purchase price available in cash. Financing is possible, but for a foreign buyer it is not as simple or standardised as in many EU countries.

In my view, there are two main options.

1. Financing in Your Home Country

If you already own property in your home country, the first option I would look at is financing there.

In some countries, it is possible to obtain a loan secured against your existing property that can be used for any purpose, and then use the funds to buy property abroad.

The advantage is that you can then buy the property in Montenegro effectively as a cash buyer, without having to arrange a mortgage through a local bank.

The exact options naturally depend on the country, the bank, your income and the value of the property used as security.

My take: if this option is available to you, I would check it first.

2. A Mortgage Directly in Montenegro

If financing at home is not possible, a loan can under certain conditions also be arranged directly in Montenegro.

You should, however, expect that mortgages here are not as widespread or as standardised as many foreign buyers may be used to. A large share of properties are bought with buyers’ own funds, and only a limited number of banks offer financing to foreign clients.

I personally visited several banks in Montenegro, and Erste Bank came out as the most realistic option.

A foreign buyer should generally expect to provide:

  • stable and regular income, typically employment income,
  • proof of income and bank statements,
  • a valuation of the property being purchased,
  • their own funds,
  • a mortgage over the property in Montenegro,
  • individual approval by the bank.

One more practical point – be prepared to be patient. The process can be slower and less standardised than what you may be used to at home.

For that reason, I would never structure a purchase on the assumption that a mortgage will definitely be approved. It is better to check the financing before reserving a specific property.

What Would I Check First?

Very simply:

Do I own property at home that I can use as security?
→ Check financing at home first.

I do not have that option and I need a loan.
→ Check individual financing options directly in Montenegro.
